New Principles of Environmental Compliance and Enforcement Handbook
Shares Strategies for Success

Designed as a field reference guide for environmental compliance practitioners, the newly released second edition of the Principles of Environmental Compliance and Enforcement Handbook is a unique compendium of tools, strategies, best practices, and case examples on designing, implementing, and evaluating effective environmental compliance and enforcement programs.

Principles of Environmental Compliance and Enforcement Handbook coverThe strategies described in the Handbook make it a highly useful resource to help practitioners in any international or domestic setting develop the institutional capacity for implementing effective programs for compliance with environmental requirements.

Drawing on the collective knowledge and experience of the International Network for Environmental Compliance and Enforcement (INECE), the Handbook provides actionable guidance for designing effective requirements, setting priorities, monitoring compliance, conducting enforcement response, and measuring program performance.

“This Handbook lays the foundation for developing effective programs that emphasize the value of compliance to the public and private sectors and that are responsive to priority environmental policy objectives such as climate change mitigation, water resource management, and biodiversity conservation," said Durwood Zaelke, Director of the INECE Secretariat.

Understanding the core principles that form the basis of environmental compliance and enforcement programs will assist policy makers in better designing and managing environmental compliance and enforcement programs. The Handbook presents these core principles as a five-part cycle: (1) environmental results and shared responsibility; (2) goals and strategies; (3) good governance, rule of law and compliance; (4) structure and resources; and (5) continuous evaluation and improvement.

Other highlights of the Handbook include:
  • Specific country program examples from Africa, the Americas, Asia, Europe, and the Middle East.
  • Practical checklists, penalty calculation worksheets, and other tools used by active practitioners.
  • Techniques for applying compliance assistance and compliance incentives methods.
  • Tips on enforcement policy design and effective enforcement response.
  • Good practices for program infrastructure development.
  • Guidance on developing and using environmental compliance and enforcement indicators.

The Handbook is available to download at no cost through the INECE web site at http://inece.org/principles/ or by clicking the image of the Handbook's cover above.

The text may be periodically updated to include new enforcement developments and examples from INECE participants. Readers and users are encouraged to send comments and examples to the INECE Secretariat at inece@inece.org.
