Governance

International actions to address climate change involve policies, agreements and regulatory programs at the intergovernmental, regional, and national levels. Keeping track of these evolving rules and developments can be a challenge even for seasoned regulators and compliance officials. INECE aims to provide insights into many of the important issues that are relevant to the compliance and enforcement efforts of these professionals.

This section provides concise information on provisions contained in agreements, laws, and regulations that are related to ensuring compliance and enforcement with climate related objectives.

United Nations Framework Convention on Climate Change (UNFCCC)
The rules for compliance with emission reduction and support standards under the UNFCCC are subject to ongoing international negotiation and refinement. Despite the lack of final resolution on many issues, it is possible to accurately identify the types of data and facts that compliance professionals will need to measure, report, and verify. INECE monitors and provides analysis relating to the development of the new guidelines and modalities for compliance under the international framework.

Non-carbon climate and environmental air quality issues
In addition to monitoring carbon-related compliance issues under the UNFCCC, INECE’s efforts focus on strengthening compliance with requirements related to reducing particulate emissions (black carbon), controlling ozone depleting substances, and assuring energy efficiency.
